EXCLUSIVE: Borough Council Member Charged with “Altered, Forged,” Car Inspection Documents.

A Selinsgrove Borough Council Member and  a Selinsgrove resident have been charged after police allegedly uncovered an illegal scheme to help a woman get her car inspected, according to police.
Police claim that the trouble began on June 20 when Kelly Wertz arrived at Fire House Auto in Selinsgrove to get her 2007 Saturn Ion inspected but didn’t have valid registration or insurance. Wertz then contacted Richard Shambach and “asked to use the registration and insurance information from a dealer registration plate belonging to Super Kars LLC to get her vehicle inspected,” according to the criminal complaint.
Here is how police say the rest of the plot unfolded:
“Shambach was an employee of Super Kars LLC prior to the dealership going out of business but still had the dealer resstration plate and insurance information. Shambach provided Wertz with Pa registration  K35575K and insurance policy number from Peninsula insurance with the intent of the information being used to get Wertz’s vehicle inspected.
Edward Buck, Firehouse Auto mechanic was present when Wertz received the information from Shamboch and was aware that the dealer registration and insurance did not belong on Wertz’s vehicle. Edward Buck then placed a PA annual inspection sticker A17 7498083 on the​ 2007 Saturn lon with out completing an inspection of the vehicle.  The Super Kar LLC dealer registration and insurance information was entered into the MV-431 inspection record. The PA dealer registration number k35578k expired in May of 2017 and the Peninsula insurance policy was cancelled 02/12/17 but would have expired on 04/20/17.”
Police stopped Wertz on 7/4/17 when they claim to have discovered the allegedly illegal inspection sticker.
Police claim that Brian Farrell, who owns the Fire House Auto garage, was “present and aware of Wertz using the incorrect registration and insurance information to obatain a PA Annual Inspection Sticker.”
Farrell is facing charges of  “Altered, Forged, or Counterfeit Documents and Plates.”
Wertz is facing the same charge, along with “Unauthorized Transfer or Use of Registration.”
Farrell is the former Borough President and currently serves as a member.
The OSN has reached out to Farrell to get his side of the story but he was unavailable by deadline. The OSN will print his response in full to the charges.
Preliminary hearings are scheduled for September 6th at 1025 US 522.
